HIVAND AIDS STRATEGY
The Big 5 False Bay Municipality have identified the issue of HIV / AIDS as a priority and welcomed the opportunity presented to them. The office of the Honourable Mayor and Municipal Manager provided the necessary leadership and commitment to bring together the relevant stakeholders to address the challenges posed by HIV/AIDS in The Big 5.
The following strategy document is the result of the planning session held in this municipality on 2 – 3 May 2006. The planning session focused on the following three areas.

• Education and awareness – openness and prevention.
• Treatment and care for people living with HIV/AIDS.
• Care for children in Distress, particularly orphans.

HR development plan

TARIFF POLICY
A tariff policy must be compiled, adopted and implemented in terms of Section 74 of the Local Government: Municipal Systems Act 2000, such policy to cover, among other things, the levying of fees for municipal services provided by the municipality itself or by way of service delivery agreements.

The Protected Disclosure Act, 2000 provides procedures and offers protection to employees who may wish to disclose information relating to an offence or a malpractice in the workplace by his or her employer or fellow employees. The Act provides for the protection of an employee who makes a disclosure in accordance with the procedures provided by the Act, against any reprisals as a result of such a disclosure;

RATES POLICY BIG 5 FASLE BAY 2013
The Council of the Big 5 False Bay Municipality has resolved to levy rates on the market value of all rateable properties in its area of jurisdiction as reflected in its valuation rolls compiled in terms of the Municipal Property Rates Act No 6 of 2004 in order to provide a source of revenue to perform its allocated functions.

Credit Control and Debt Collection By-laws
Whereas one of the constitutional objectives of local government is to provide democratic and accountable government for local communities;
AND Whereas section 98 of the Local Government Municipal Systems Act, 2000 determines that a municipal council must adopt by-laws to give effect to the municipality’s credit control and debt collection policy, its implementation and enforcement.
